
The China Population Information Network (CHINA POPIN) was set up in September, 1986, formed in response to the need for contacting related population information organizations within China. The listed organizations comprise the network's core members. CHINA POPIN is currently networking with dozens of members, including population institutes in various universities, social science academies and schools.
The main reasons for forming CHINA POPIN were to strengthen the national effort implement the family planning program to assist leaders in policy-making, to strengthen the population sciences and to avoid wasteful duplication of investment and effort. Through the network, extensive population information is collected and classified quickly, precisely and accurately, thus making full use of population information resources and sharing the findings of scientific research.
To further develop CHINA POPIN, the CHINA POPIN Steering Committee was set up in April 1989. Its aims are to reinforce academic cooperation and coordination among the member organizations, and to develop some commonly needed basic information so as to fully utilize the overall research results and conserve both financial and human resources involved in this effort. There are over 200 staff working in the core member units of CHINA POPIN. areas of concentration include research, editing, translation, material collection and data processing, among others.
As a member of global POPIN and Asia-Pacific POPIN, CHINA POPIN has also played an active role in the activities of various international and regional population information networks. Each member of CHINA POPIN is independent, having the authority and ability to conduct population information work on its own without reference to Beijing. CHINA POPIN helps to organize, promote cooperation and build contact among the members in an effort to enable them to be more effective.
The secretariat of CHINA POPIN is situated in CPIRC. It is responsible for
liaison work at home and abroad.

The tasks of the centre are to collect, process, analyze, conduct researches on and disseminate information on population and family planning so as to provide information service to policy- makers at every level, social researchers and family planning workers. The centre will become a population information documentation centre, a population and family planning research centre and information consultation service centre in East China.
Since its foundation, the centre has set up 3 social networks, i.e., East China Population Information Network, Shanghai Population Information Liaison Network and Professional Technical Consultation Network; established a library with 3000 titles of books and 100 kinds of periodicals on population and family planning; built up several databases on population information storage and retrieval, data analysis and processing and automotive management; published 18 treatises and 204 issues of 9 periodicals; publicized about 1200 translated articles, thesis, and research papers; and taken part in over 20 domestic and international researches and surveys on women, children and the aged.

policy-makers, researchers and family planning workers as its
working orientation. It also conducts surveys and researches
regularly and widely collects, processes and analyses the
population and family planning information abroad, in China and
Tianjin. The research results will be used by local government
and family planning program implementing agencies.
The centre is a base for researches on population and family
planning of Tianjin area. By the end of 1994, it has published 15
treatises on population and family planning with a total amount
of 4.5 million Chinese characters. Among them, 3 treatises have
been granted awards and 3 treatises are being published. The
centre has undertaken and completed 6 special national and
municipal studies (One of them has won national prize and 2 of
them have won municipal prizes). Trusted by the Municipal
Population Association and Family Planning Committee, TPIC has
completed 5 survey reports. It has presented 102 papers at>
"Population and Family" originally named "Population
Information and Research" had already released 57 issues by the
end of 1994, with a total amount of 3.3 million Chinese
characters. From 1995 on, the TPIC will irregularly publish
"Population Information Material" in accordance with the
surveys and researches, and the population information collection
for the government officials and population and family planning
workers.

process, analyze and conduct researches on the information
concerning population and family planning programs and to
distribute them, so as to provide information services to the
policy-makers, sociology researchers and family planning workers.
The centre will become an information documentation centre with
its North-East China characteristics, an information centre on
family planning programs and an information service centre on
market economy.
During the past 10 years, 23 demographical
treatises and 180 thesis with about 6 million words have been
published. Among them, 5 papers have won the national
professional prizes, and 20 papers have won the provincial
professional prizes. 1.23 million copies from 260 issues among the 7 kinds
of publications have been published. Of the 7 publications, On
Population has won the first General Prize and the first Guiding
Prize.
During the past 10 years, 2 social networks have
been set up. North-East China Population Information Network was
set up in September 1989.

The centre consists of three sections: General Office,
Information Research section and Editing Office. There are 11
staff, of whom seven are with intermediate professional titles
and the others are with junior professional titles, in the fields
of demography, library and information science, editing and
publishing and foreign languages.
The centre is equipped with a HP 3000/48 minicomputer and a 286
micro computer, a plate-making machine, an off-set printer, a fax
and over 1800 books in Chinese and foreign languages.
The center's main tasks are to collect, process, analyse, study,
repackage and disseminate population and family planning
information in the provinces and in the South-Eastern Asia and in
the world. It also carries out surveys and researches on special
topics to provide information service to the policy-makers and
family planning workers.
The GDPIC edits and publishes
<<Guangdong Population Information>> regularly. Permitted by the
Guangdong Press and the Publishing Bureau, <<Guangdong
Population Information>> has become a bimonthly publication since
1995, consisting of over 10 columns. Up to now, 35 issues have
been published. The centre has established material exchange and
professional relations with over 50 population research
institutions and agencies.
The centre lays its stress on the service to the provincial
family planning programm. So far, the centre has carried out the
researches on many special topics, such as: "To Combine Family
Planning with Land Stock System in the Rural Areas in the Special
Economic Zone in Guangdong"; "To Carry out the Socialist
Cultural and Ideological Construction in the Households and
Villages with Family Planning Work in the Rural Areas"; "Family
Planning Management among the Floating Population"; "Developing
Endowment Insurance with the Help of Benefit-oriented
Mechanism"; and "The Economy Development and Population Growth
in the Asian Four Little Tigers Countries", etc. In this way,
the GDPIC has provided references for the leaders to make
scientific decisions and information for the researchers and
field family planning workers.

The Centre consists of six sections: the General
Office, Population Information Research Office, Library, Editing
Office, Printing Office and Computer Office and has 25 staff members, of whom 12 are with
senior and intermediate professional titles.
The main tasks of the centre are to collect, process, conduct
researches on and disseminate population and family planning
information in Sichuan, Southwest China and the world, and to
edit and publish periodicals so as to provide service to the
governments at all levels and institutions engaging in family
planning, population theory, population education and demographic
researches, and the family planning workers at the grass-
roots level.
The centre has established information exchange relations with
more than 100 institutions of demographic studies and
universities and colleges in China and abroad.
The Working Committee of the Sichuan Population and Economic
Information Network and the Working Committee of the Southwest
China Population and Economic Information Network were sponsored
by the Sichuan Population Information Centre. The centre has
invited 200 reporters on population information and more than 30
demographers and professors as its consultants.
The library has a collection of about 4000 titles of books and subscribes
more than 100 periodicals and newspapers in Chinese or foreign
languages. The Computer Office is equipped with a HP 3000
computer and 3 sets of AST486-33 micro computers. The centre has a
complete set of type-setting printing system.
Since its establishment, the centre has completed "The Database
on Sichuan Population and Family Planning (winning the third
prize of scientific and technological progress of Sichuan Family
Planning Commission) and research papers, such as "Analysis
of the Un-planned Birth Factors in China", "Analysis and
Countermeasures on the Un-planned Birth in the Minority Areas in
Sichuan", "Setting-up a Social Security System of Family
Planning in the Rural Areas", "Study on the Only-child". There
are also a number of treatises on special topics published. The
centre has edited "Population Situation and Research on
Countermeasures" published by Sichuan People's Publishing House,
and edited and distributed "World Population Dynamics",
"Newspaper Clipping Service on Population", "Sichuan
Population Information", "Population, Economy and Culture".
The centre has contributed effectively to the implementation of
the national family planning policy.

The tasks of SXPIC are to collect, process, analyse and
disseminate the latest population and family planning information
in Shaanxi, China and abroad. SXPIC provides these information
for policy makers and family planning programme.
The SXPIC has 15 staff members in the fields of demography,
statistics, library science, economics, Chinese literature,
foreign languages, accounting, computer science and medicine,
etc. It consists of 5 divisions: Population Information Research
Division, Editorial Division, Administrative Division, Library
and Computer Division.
The Library has extensively collected a large amount of books,
periodicals and statistical data on population and family
planning both at home and abroad, and has a collection of over
1000 kinds of periodicals and books in Chinese or foreign languages. It
has established information exchange relations with many
domestic and foreign population agencies and academic institutes.
Since its foundation, the center has published the following
publications: Shaanxi Population Information, Population
Observation and Review, Family Planning Handbook, Collection of
Family Planning Files, Population and Social Indicators of
Shaanxi Province, etc. They have played very good roles in
providing information for the policy makers, demographic
researchers and family planning field workers.
Beside <<Northwest Population Information Clippings>>, the SXPIC
also began to publish <<Population and Shaanxi's Situation>> in
August, 1994, serving as a periodical of Shaanxi Provincial
Family Planning Commission. The content of the periodical,
taking Shaanxi's situation as background, focuses on studying the
coordination and sustainable development concerning population,
economy, society, resouces and environment. As it is full of
knowledge and information, practical and professional, the
periodical has played an important part in directing and serving
the family planning program.
During recent years, the SXPIC has conducted many surveys, such
as "Accessibility of Contraceptives", "The Model Design of
Population Information Center Management", "Combination of
supporting the Poor with Family Planning" and "The History of
women's Childbearing and Birth Control". "The Issue of Sex
Ratios and its Countermeasures", which has been included in
<<Shaanxi Provincial Soft Science Project>>, is getting on
smoothly and has attracted attention of the leaders at every
level.

Tasks of thhe JPII are, under the direct leadership of the
Jiangsu Family Planning commission, to extensively tap resources
of population information, edit all kinds of population data and
publications, and actively disseminate population information, so
as to serve Jiangsu Province's target of population development
and meet the needs of family planning program of China. It also
carries out population information analysis and applied
population research to serve the policy-making of Jiangsu family
planning program, family planning field work and research and
training of population science.
The library of the JPII has extensively collected books,
periodicals and statistical data on population and family
planning. Up to now, the library has had a collection of 200 kinds of
periodicals and 3000 titles of books in Chinese and foreign languages. It
has established an exchange relationship of materials and data
with over 100 domestic organizations of population and family
planning and about 20 agencies in the world.
The JPII edits and publishes one regular periodical and 3
irregular publications on population. They are: Title Index to
Chinese Population Periodicals (quarterly), Window of World
Population, the Dynamics of Population Research in China, and
Newspaper Clipping Service on Jiangsu Population and Family
Planning Information.
By the end of 1994, the JPII has conducted 7 special studies on
population projection, one child policy, community development,
women's status, and regional population and sustainable
development. JPII presented over 10 papers at national and
regional population seminars, of which 5 won first or third
prizes award by the State Family Planning Commission Jiangsu
Provincial government.
To realize automation in information retrieval, facilitate
resource sharing and improve the management and efficiency of the
family planning program, the institute has established the
database of population and family planning and of the title index
of Chinese periodicals in recent years. It has also provided
computer processing service for some departments in the
Provincial Family Planning Commission.

The Harbin Population Information Research Institute has
undertaken the dual tasks of researching on and serving
population and family planning under the direct leadership of
Harbin Family Planning Commission. According to the needs of the
state population development and the Harbin population goal, the
institute has extensively collected, sorted out, processed,
conducted researches on, stored as well as spread the material
and data on population and family planning at home and abroad.
According to actual requirements, the institute has developed
special investigations and topic studies. At the same time, it
has carried out sampling surveys on statistical data and Harbin
family planning situation. The institute has sorted out,
collected and analysed investigated data comprehensively from all
sides, in order that scientific bases can be provided to reduce
overall error in family planning statistics.
The Harbin Population Information Research Institute contains 14
staffs. All of them are college graduates in the fields of
population statistics, computer, English and library sciences.
Over 50% staff have obtained intermediate professional titles.
The institute now has Population Research and Editing
Department, Library, Computer Department, and the General Office.
It is publishing <<Population Information>> and <<Newspaper
Clipping on Population>>. There are some advanced equipments in
the institute, such as computers, typewriters, laser-jet
printers, duplicator and offset printing machine. There are more
than 1500 copies of books, 50 periodicals and 30 sorts of
newspapers in Chinese and foreign languages.
The Harbin Population Information Research Institute has
completed the MIS, a project cooperated between ESCAP and
Harbin Family Planning Commission; provided some data for Harbin
population projection from 1995 to 2010; set up statistical
database for Harbin family planning and provided some trainings
and services for districts and counties' computer application. At
the same time, the institute has set up exchange relations with
some colleges and universities to conduct information exchange
and cooperation. Some materials and periodicals on population and
family planning information have been translated and published.
The library has actively provided more services to professionals
in Harbin family planning departments, colleges, universities and
so on.
The Harbin Population Information Research Institute has provided
some professional materials and information on the policy,
management and science and technology for the policy-makers to
make policy, for the grassroots units to provide consultation and
for the researchers to conduct researches and prepare research
papers. It is a special local center of population documentation,
information services as well as information exchanges in Harbin.

The college was initially established in 1980 and completed
in 1984. It is located at the foot of the imposing
Purple Mountains and on the side of the beautiful Xuanwu Lake in
the eastern part of Nanjing City, an ancient capital of the six
dynasties in Chinese history. The style of the college building
is unique and elegant and most of the buildings are inter-
connected by corridors. It is indeed an ideal place for training
and research.
The College Library was set up in 1985. It covers an area of
2,000 square meters, including a catalogue room, a stack room,
two periodical reading rooms, and a reading-room equipped with
microfilm readers and audio-tape players. They can hold up to 320
people.
The tasks of the library are to provide books, information
materials, study place for the trainers, researchers and college students.
Up to now, the library has a collection of over
100,000 titles of books (10,000 in English), over 400 kinds of
journals/periodicals, about 125 titles of daily newspapers.
Recently, according to the increasing demands of teaching and
researching, the library has collected extensively books,
periodicals and information materials in China and abroad. Now
collection system has gradually been built up, mainly in
population and family planning, which is highly appreciated by
the readers and colleagues.
The library consists of an administrative office, a section
of acquisition and cataloguing, of circulation and of information.
It has 11 staff members, of whom 4 are university graduates, 6
from colleges and 1 from the secondary specialized school. Among
the professionals, there are 2 associate research librarians, 4
librarians and 3 library assistants. Since 1990, 4 persons have
published more than 10 academic theses in the major periodicals
of library science, 3 of which have won prizes. From 1987 on, at
the request of the college, the information section has edited
two publications. <<Population Information>> and <<Population
Index». The former is a monthly publilcation (Up to now, 93
issues have been released). It covers population policy,
population management, family planning practice, economic
development, etc. The latter is a quarterly publication and 29
issues have been released, thus offering more convenience for the
information retrievals.
Nanjing College for Population Program Managers is going
to become a general institute of higher education. Approved by
the State Education Commission, the College will enroll 80 new
freshmen from middle school students in Jiangsu Province in 1995.
Under this circumstances, the library will further explore its
potentiality, and carry out researches on various topics to
support population and family planning programs.
The tasks of JPIS are to collect, process, analyze, study and
provide population and family planning information both at home
and abroad according to the demands of national population
development and family planning in Jilin province; to carry out
special survey and research on population and family planning; to
analyze and process data of large scale population survey; to
set up and maintain population database, to provide instructions
and advisory services, such as hardware disposition, technicians'
training, professional instruction and software developing and
maintaining, to carry out activities of modernized information
management of the affiliated departments of Jilin Provincial
Family Planning Committee, and to participate in the formulation
of long-term population development planning.
There are 7 staff members in JPIS, all of them are educated in
universities or colleges. Among them, 56.7 percent are holding
intermediate professional titles. JPIS consists of the research
Division, Editing Division, and Computer Division. JPIS uses the
periodicals, such as International Population Dynamics,
Population and Family Planning Information Study, Newspaper
Clipping Service on Population Information, Population
Information Bulletin and electronic mail as main communication
media.
So far, JPIS is concentrating on the research project of how to
apply modernized information methods and techniques in
monitoring and managing the family planning activities in order
to improve the modernized information management level of Jilin
Province.

The All-China Women's Federation performs the following
functions:
1. Unite and mobilize women to participate in China's reform and
opening-up program and the drive for socialist modernization and
advance economic progress and overall social betterment.

of self-respect, self-confidence, self-improvement and self-
reliance, promote the all round improvement of women and train
more women professionals.
3. Participate in the democratic management and supervision of
state and public affairs on behalf of Chinese women, contribute
to the adoption of laws, decrees and regulations on women and
children and uphold the lawful rights and interests of women and
children.
4. Provide services to women and children, enhance contacts with
the general public and coordinate and promote activities that
meet the interests of women and children.
5. Consolidate and enhance the unity among women of all
nationalities in China, develop friendly ties with women in Hong
Kong, Macao and Taiwan and with overseas Chinese women and thus
promote the great cause of China's reunification. Actively
develop friendly exchanges with women of other countries to
deepen understanding and friendship and safeguard world peace.
The All-China Women's Federation has local federations throughout
the country. Women committees are set up in the party,
government departments, people's organizations and in
educational, science, cultural, health and other public
institutions. The grass-roots women employee committees in
factories and the women employee committees in the trade unions
are group members of the Federation.
The highest leading body of the All-China Women's Federation is
the National Congress of the Chinese Women. The Congress meets
